First you'll need the following objects.

A booster pack backing makes a great piece for your thin cardboard. I'd recommend clear tape. You don't need the big heavy stuff. 6 inch strips are fine.

Next simply cut out a base for your Ice Priest. It should be roughly the size of normal space. Use the cardboard for this, paper is too flimsy.
Then you can tape onto the the cardboard with a sticky part up. More is better, but don't go overboard!

...and fold it in half as shown.
Then we roll it up; careful paper is flimsy. It's a good idea to leave a tab to be taped down.
You can also add folds to the paper after it's rolled up for more realism(if that's even possible with fictional plants).
Now tape it down to your cardboard piece. Try to give room for at least another 2 strips.
Now let's imagine you wanted a short yet fatter than average vine. You'd fold the strip in half(or close enough). And the re-twist it.

Now for a really long and stocky strip just take two individual strips and fold them together the same as you would he short strips.
For a very long strip use 8-10 inches. You can fold it into a U-shape and the tape the middle down to the cardboard for 2 individual strips that are neatly tangled.
Here is a slightly dense Ice Priest. It's best to get several same size strips on this.
